THE CONSUMER GRIEVANCE
REDRESSAL FORUM (CGRF) NORTHERN REGION

KSE Board’s Consumer Grievance Redressal Forum (CGRF) has been constituted under Section 42(5) of Electricity Act 2003 and commenced functioning in the northern region with effect from 09-03-2006. The Forum shall take up all kinds of consumer grievances related to electricity supply wherein, the complainant approached the appropriate authorities in KSEB for resolution of his/her complaint as prescribed in the complaint handling procedure approved by the Kerala State Electricity Regulatory Commission (KSERC) but has not got any response within the prescribed time frame or is not satisfied with the response received. The CGRF have jurisdiction to entertain the complaints filed by the Complainants with respect to the electricity services provided by the Distribution Licensee (KSEB) except Grievances arising under Section 126, 127, 135, 139, 143, 152, 162 of Indian Electricity Act-2003. Thus cases related to following shall NOT be dealt by CGRF
1. Assessment (Unauthorized Use of electricity) as detailed under section 126
2. Appeal to Appellate Authority as detailed under section 127
3. Theft of Electricity as detailed under section 135
4. Negligently wasting of electricity or injuring works under section 139
5. Power to adjudicate as detailed under section 143
6. Compounding of offences as detailed under section 152
7. Notice of accidents and inquiries as detailed under section 161
Further, CGRF would not have jurisdiction in the subject matter of any proceedings before any court, authority or any other Forum is pending or a decree, award or a final order has already been passed by any competent court, as per Clause 7(3) of the KSERC Notification dated 25-02-2006.
The Forum shall not entertain the complaint unless it is filed before the Forum within three months from the date the consumer exhausted the remedy under the Complaint Handling Procedure or when no action is taken by the authority prescribed in that procedure within the period prescribed therein, from the expiry of such period as aforesaid, which ever is earlier. The complaint shall be submitted in Forum-A (prescribed format of KSERC) stating name of the individual or the organization, postal address, consumer no. and telephone number, fax number and E-Mail address if any of the complainant; the name of the office of the origin of complaint, name of the electricity district etc., a full description of the matter, which is the source of the grievance including copies of any relevant and supporting documents, if any; the relief prayed for; along with a statement that the matter is not pending before any other court, authority or forum.
